Problem was the royal houses sometimes only had shared grandparents. Two sets of grandparents for two people gets your DNA pretty mushed up, ending in something like the habsburgs did.

Yes. From the side, it's the convex mouth and the nose. What really helps in this picture is the drooping head which Philip and Charles did / do as well.
From the front, not so much until he hit middle age, like in this (left) where he's like a merger between Charles and Edward VIII.

I Googled it - his wife later publicly accused him of cheating on her with his advisor, a man. He also once snuck up on his cousin, another king, and smacked him on the ass. People have speculated that he may have been bipolar. I found references to but no documentation of love letters between Wilhelm and his advisor.
So he may have been gay, may have just been quirky. It's hard to say, considering that homosexuality was a crime at the time, if he were, he would have made great efforts to conceal it.

There was a huge scandal in Imperial Germany around the turn of the century (early 1900s) when a group of hardcore nationalists vying for power amid Kaiser Wilhelm II‘s - the Crown Prince‘s father - inner circle accused various advisors and court members of being gay. They were smart enough not to implicate the Kaiser directly, though their accusations heavily implied that he was a part of it. Though mostly with the angle of „we have to save the Kaiser from these horrible people“.
Someone who took key elements of his political philosophy from this whole affair was Carl Schmitt, the man who‘d go on to dress up the Nazi regime‘s crimes with legal camouflage.
